The scraping may be normal depending on the engine brand, but the clicking noise isn't. If it's still under warranty, take it back to the dealer and have them check it. Don't mention the low oil. If they determine that the engine is damaged, ask for the manager, explain the situation, and demand a replacement. If you bought it using a credit card, contact them and see if you can dispute the charge. The saleman (and the dealership) made a mistake by not checking the oil before you left, and the dealer should correct it. It shouldn't cost you anything to get it straightened out.
