A 'Sticky' post/topic is a topic that always appears at the top of the list of topics in a forum. Topics are made 'sticky' when a moderator wants everyone to read it. If it were a normal topic it may be lost in among the other topics. An example of a 'sticky' topic is a list of rules that must be read etc...
