The desirable levels will depend largely on what you want to plant as each plant will have its own requirements. If you could tell us what you want to plant then we can help you with a more specific answer 
In general the three major nutrients peform the following functions:
Nitrogen - Leaf production
Phosphorous - Root and flower production
Potassium - Flower production
