Not a dumb question at all DF. The forums are shared by all members and each can have an equal say on things. Posting on a blog allows you to have more of the spotlight and others just make small comments on what you have written.
Basically if you have a question about something then post on the forums. If you want to have more of a personal space and keep people updated to what is going on in your world then post in your blog.
Have a look through the blogs and you will get a feel for the difference. It's also easy to start your own, simply click the 'Start a Blog' link on the top of the page and follow the instructions
