That looks a lot like some sort of ornamental fruit tree. Our Malus-tree has red leaves and pink blooms.

We have a very dark stemmed and leafed and deep pink form of Prunus, it could be one of those.

My guess is Prunus cistena - Purple Leaf Sandcherry.
