I am leaning more on the Penstemon side on this plant or a close cousin. The blooms look alike but it doesn't have the leaves that the Fuchsia 'Thalia' has.

Flowerlady, any chance of getting closer photos of the blooms and the leaves?

It could also be Cape Fuchsia.

I agree with Cajunbelle--I think that it is Phygelis. Perhaps the rectus 'Devil's Tears'.
