Flower Or weed? ( photo / image / picture from PaHansen's Garden )
flowers on plant, can't find anything in the goldenrod family that looks like ( photo / image / picture from PaHansen's Garden )

I don't know, that might one of the Solidago types (Goldenrod)
The best photo I could find of Ragweed really doesn't look like that.
If alergies both you when you are near the plant then it probably is Ragweed, if not it could be Goldenrod.

I'd say it looks a lot like Solidago canadensis. People use them as garden plants here.

Solidago canadensis (Solidago altissima)

Goldenrod (Solidago).
Perennial wildflower that spreads by rhizomes/roots, so if you keep it, give it room to grow.
For some it is a weed.

Canadian Goldenrod.
Definitely NOT ragweed. They bloom at the same time and Goldenrod has a bad (and false!) reputation as being the cause of hayfever.

Our local florist uses it in a lot of arrangements.
I think they call it Solidago
