That's Cortaderia selloana Pampas Grass. A perennial ornamental grass that can get quite large.

My MIL has a large clump of pampas grass in her front garden and it really is a strikingly handsome plant.

That grass is so pretty. Very Happy We tried to grow it here, but it's too cold for it. Well, it was worth a try.
