The flower looks like Althea, rose of sharon, which is in the hibiscus family... but my leaves are notched...those leaves look smooth.
The foliage looks like a Chinese hibiscus (Hibiscus rosa sinensis) However, they are considered to be a tropical \ subtropical plant. It would help to know your location, Poppy.
