Hi Sonya. 
The best time to move any plant is when it is in a dormant state. Late summer or early autumn therefore would be ideal. Have a hole already prepared for your hydrangea and water it well. A good 'rule of thumb' when moving a plant is to look at the spread of the foliage and then dig around it at that width. This way you're less likely to damage the roots. Dig down deep enough to pull the plant out of the ground easily and then pop it into the hole you've prepared with some multi-purpose compost tamped down at the bottom of the watered hole. This helps the plant to establish new roots and get a fresh 'hold' on the earth. Fill in the hole making sure the soil is firmed around the hydrangea and water the plant well.
