any one know if there would be a problem using a pump rated at 1800 gph with a filter/spill way that is rated at 1700? I am thinking worse case that there would be overflow over the sides of the spillway

You would have no problems. Pumps rarely deliver all they promise plus once the water is pumped from the pump itself to the waterfall, you have lost much head.
