Can anyone tell me what kind of bug this is?

Found this guy in the car when i got in. He is not dead he is trying to get out and i took the photo from my back window. The bug was not harmed.

Kinda looks like a variety of yellowjacket, but that looks like an ovipositer out the back, which has me leaning toward something using yellowjacket coloring as camaflouge. Now I'm curious too!
