Just an 'Old World Santa'? Don't know what country he might be from. That's my thought

I have one similar. Lots of European countries have Father Christmas instead of Santa Claus. Mine wears a maroon and fur outfit but looks nothing like Santa. dooley

I have several Old World santa's, they are all carrying either a staff, or lantern. Yours looks like a staff.

Whatever or whomever he is, he is very cute and will certainly add to your Christmas decor next year

He does have a star around his belt, maybe it used to be red and faded. Yes, Russian. Probably Father Christmas.

I'd say you ladies are right on the money with that guess. I googled "Russian Father Christmas."
Check it out:

That looks awfully close . . .
And He is quite handsome, I might add.
Bsewnsew . . . hang a tiny ornament like you would put on a miniature tree through his fingers! That would be neat . . .
When I was a crisis social worker, the gentleman who brought food up for me to stock the pantry had a russian hat. He said it was wonderfully warm.
One day I had a woman with a three year old child in my office when he came in donning the hat. The little girl was very inquisitive about it, and said, "Mommy, why does that man have that doggy on his head?" She kept asking, and I tried to keep a straight face. He was so busy that he did not even notice.
