Growing cotton at home is illegal in some states due to the Boll Weevil Eradication Program. It is illegal in the states in which cotton is a cash crop, including (but not necessarily limited to):
Alabama, Arkansas, Arizona, California, Florida, Georgia, Kansas, Louisiana, Mississippi, Missouri, New Mexico, North Carolina, Oklahoma, South Carolina, Tennessee, Texas and Virginia.

The common name "Black Cotton" refers to the very dark foliage, the actual cotton produced by this plant is white.
