Looks like a peperomia to me too. Have never had too much luck with them myself but they can be cute and very decorative plants.
Looks like lack of oxygen to the roots from soil compaction. Also that pot looks a little too big for that type of plant. What I would do is downsize the pot. Use a good cactus medium, which is more on the coarse side so the roots can breathe. I would also use a clay pot to allow the soil to dry out a little quicker.
Hello Ed-- I would suggest that you plant only one tom plant in that bucket, as toms are very heavy feeders. Also, are there holes in the bottom of that bucket for drainage?
