We are all unfortunately overlooking the obvious solution here - Artificial plants... They stay evergreen, no matter what the climate, you can't kill them as they are already plastic. Also no need to water them. Plus zero risks of any pet accidentally getting poisoned. No care or insecticides required either. Sadly no fruits will come from them, but who really cares about that in today's world anyway. It's the only solution MacGyver in the Garden could think for our Garden Pest - Literally thinking outside the box here... Problem solved!!!
Echinacea aka coneflower and rudbeckia good ones like Sjoerd posted. We are close in zones, and I grow them with success. I will be starting mine in a few weeks.

Genuine advice now, all jokes aside - Try experimenting with terrariums! Not only are they a beautiful expression of living art, but will also be 100% pet safe, (unless someone dropped it). Also they are immune to whatever climate might be outside. Let me find a link for it, as I remember we talked about them some time back. But don't know why I can't search it.
Joisey devil— I forgot to mention Aquilegias. The thing about them is you do not really have to care for them. They just do their thing. I have had them for years, and what I like most is that they crossbreed ally and ou can get some exotic- looking new plants. ( see my recent posting, “ A Ittle Warm-up” ).
