    What on earth are these?

I was taking some cuttings of what I believe to be bridal wreath spirea, and every branch seem to be infested with these insects.

There WERE lots of greasy/ waxy spots on the leaves that I took to be something like aphid honeydew, but hoping it was just morning dew.

Working up to it. Trying to convince the other interested parties not to go with Neem oil.

Hello @SeanLI. I have only just seen this post, and I think you have some horrible wooly aphids there. I wonder if you are still having trouble with them, and how much damage, if any, did they cause? The best organic way to shift them is with a good strong squirt of water, a pair of rubber gloves, and some swift squishing action. I daresay now though that they might be less of a nuisance to you??
