We are all unfortunately overlooking the obvious solution here - Artificial plants... They stay evergreen, no matter what the climate, you can't kill them as they are already plastic. Also no need to water them. Plus zero risks of any pet accidentally getting poisoned. No care or insecticides required either. Sadly no fruits will come from them, but who really cares about that in today's world anyway. It's the only solution MacGyver in the Garden could think for our Garden Pest - Literally thinking outside the box here... Problem solved!!!
Echinacea aka coneflower and rudbeckia good ones like Sjoerd posted. We are close in zones, and I grow them with success. I will be starting mine in a few weeks.

Genuine advice now, all jokes aside - Try experimenting with terrariums! Not only are they a beautiful expression of living art, but will also be 100% pet safe, (unless someone dropped it). Also they are immune to whatever climate might be outside. Let me find a link for it, as I remember we talked about them some time back. But don't know why I can't search it.
Joisey devil— I forgot to mention Aquilegias. The thing about them is you do not really have to care for them. They just do their thing. I have had them for years, and what I like most is that they crossbreed ally and ou can get some exotic- looking new plants. ( see my recent posting, “ A Ittle Warm-up” ). Okay, here's an outstanding idea! Which nobody anywhere your entire locality will have - You'll literally be the first! Glow in the dark genetically modified plants! Yes they are now a fact, not something far fetched - Grow them in a big terrarium, so that they don't get into the environment.
Genetically modified...? As in 5'3" auburn hair, chocolate eyes and ... oh God, I gotta go do some gardening
Those glow in the dark petunias are ridiculously pricey and all it is is that they took the genes from some mushroom that glows in the dark and added it to the petunia. It's only the buds that glow. Once the bud opens it doesn't give off a glow anymore.
Just wait a few years until the Chinese start mass production of their versions - That'll be fun! And as with everything made in China, the price will be unbeatable.
Ok I admit got “em..I read about this 20 years ago… They finally hit the market & really glow for a few minutes in pitch black . Nice Birthday gift. The petunias have to be fully exposed to sun light during the day to get the best results which is a brighter glow for longer periods. I’m still waiting for several different plant selections to hit the market - glow… maybe water plants for the ponds.
Our future is indeed going to be very bright, actually glowing! But now back to finding something for @Jersey Devil to grow... I'm thinking aquarium plants...
