I have a very young persimmon plant (60cm tall) whose leaves were found bitten by something. I could not find slugs/snails/caterpillars.
It looks like leaf-cutter bees. They usually make round holes like that. If it is, the new leaves should be OK. Since they are small trees, maybe you could cover them with a fine mesh fabric until they have good new leaves. https://www.thespruce.com/leafcutter-bees-in-your-garden-5120866
