My co-worker has this sweet little cactus. She was asking me if it is time to repot because it is looking a little tight in there and it seems to want water more often. What do you think? I know nothing about cacti, only that cactus is singular, cacti is plural, and they don't need much water. Any advice I can forward to her would be helpful; when and how to repot, what type of soil and pot, etc.
    Thank you in advance.

I'd go with repotting it in a (one size) bigger terracotta pot as it does seem as if it's outgrowing the one it's in. You can get special cacti potting medium at most garden centes or large DIY stores.

If she decides to repot, do not go much larger than the current sized pot. It might keep too much moisture in the soil and lead to root rot.

My old standby answer is... if you think it needs repotting... then it probably does. :-D

I'd say it looks COOL the way it is.
    Doesn't look "strangled" to me.
But that's just my artistic eye, no idea what the cactus really feels like.

Thank you all for your advice.
I've decided not to repot. I wouldn't want to lose a plant because I repotted it when the plant prefers to be snug. It has happened to me too often in the past. Besides, it isn't my plant. I wouldn't want to kill some one else's plant.
