Unidentified beautiful purple flower

Is it a climber or is it a plain plant?
I can't tell which but it looks like a climber.

 

It is not a climber. It is something like a bush. It has semi-hard stems, and when it grows bigger, it is only 1 foot high and becomes rounded even without any pruning. It flowers this September 2007. I want to know that plant because it is uncommon in our place.
