    Has it ever had any leaves on it?
    Has it ever bloomed and if so are those the blooms or seed pods?
    Has it ever been any color except what it is in the photo? Like green in the spring?
    Is any part of it brittle like it's passed it's prime and dying back? Or is it bendable?
    You are in the U.K., right?

    That was my guess too ... an Allium bloom that is dried up

    Allium siculum seed head. Used to be Nectaroscordum siculum. I think they are sometimes called Honeybells as the flowers sweetly scented.
