These are sort of complicated plants. The bulb has to be mature to bloom. If it does bloom, leaves don't show up for up to 3 months afterward....

You probably know it as Virginia Creeper. Mockingbirds guard these with every ounce of energy. In a few weeks they'll be ripe and the bird wars...
