It looks more like lichen to me. And that is harmless and an indicator that your air quality is good. Can you take a closer picture of it?

Allium siculum seed head. Used to be Nectaroscordum siculum. I think they are sometimes called Honeybells as the flowers sweetly scented.
Aconitum, but there are a lot of different species and varieties so not sure which particular one.
