That ball is on top of Reunion Tower, it is part of the Reunion Hotel and Amtrak train station. There is a revolving restaurant up in that lighted ball, it's Wolfgang Pucks and really expensive. And being that high up there is no way I will ever be dining there. By the way, have you seen the movie Lathe of Heaven?
