The house is an old Victorian so the framing is rough cut oak. I can’t imagine strength being an issue. The room is above the kitchen. I would like to grow food crops. I would like to start small and scale up. Where I would like help is getting the right info on grow lights and best practices.

Hopefully there will be someone here with the right experience to advise you, but this is something I have not attempted before.
My own porch also faces north and east. This makes it cold and dark. I imagine I would try using mirror roll in there to increase natural light, as I believe grow lights would cost a lot to run. I imagine heat will come from your central heating system?
If I were attempting to get crops there I think I might start with easy quick stuff like radish, lettuce and beetroot. It will be very interesting to follow how you cope with the project that's for sure.
