I was looking for those seeds for a long time in my area, by chance I saw two trees on front of one of the houses, I asked the owner if it is OK to get some of the pods. When I got home I opened the pods (by hand, although they are a little tough to open) and got the seeds which where very delicate and can be broken easily (unlike the Poinciana). I soaked the seeds in water with about 5% Hydrogen Peroxide for a couple of days then planted them in normal dirt (not peat moss) after 2 weeks or less the seedlings emerged.
