The cutting of mums

Is it true that chrysanthemums should be cut shorter before the Fourth of July?

 

I cut mine back up until the end of September.
I want the color late in the year, not in the summer.

 

One year I cut a lady's mums short. We did not have much rain. The mums did not grow very tall. No longer do I cut these.
